No, there's no need to "buy" Serviio if you had a previous license. If your previous license was for from before version 2.0 was released then there are a few features no longer available (MediaBrowser for one) but that wouldn't impact your internal use. Usually when a library folder isn't refreshing with new content, it helps to activate the "poller" method. Open your shared folder in the Serviio console and select the checkbox on this line: "Use the poller mechanism for monitoring this folder". Hit OK and then click "Save" when you're back on the main screen.
More than likely Microsoft did something in a Windows Update that broke the method Serviio was using to monitor a folder for new files. Wouldn't be the first time they've done something like that.
